A Vision for Exmouth
The ultimate aim of this project is to establish a Masterplan for the town centre and to focus in on two key sites – the Royal Avenue/Estuary side site and London Inn area. However, the first step in preparing a Masterplan is to establish what sort of place Exmouth should be in the future so that we can ensure that the Masterplan and site proposals are working together to help achieve this vision.
The community and local councils have done a lot of work over recent years to define an identity for Exmouth and to set objectives and goals for its future. We will be taking all this on board and pulling it together to prepare the new vision for Exmouth in 25-30 years from now.

The Town Centre and Seafront Masterplan
The Masterplan for Exmouth will help to guide change in Exmouth in the next 10-15 years. The Masterplan will comprise a series of ‘framework plans’, each addressing a different aspect of the town centre and seafront and including:
- Urban Structure: clearly setting out the structure of the town, including key entrances, landmarks and areas of particular activity, to help to give it identity and make it easy to understand and navigate, and setting out how these could be improved;
- Character and landuse: dividing the town centre into distinct character areas to ensure that future development proposals will respond positively to character and opportunity, whilst enhancing and promoting the things that make Exmouth special;
- Access and movement: setting out the way pedestrians, cyclists and vehicles should move around the town and dealing with issues of access, parking and public transport;
- Green Infrastructure: identifying the existing network of green spaces, routes and biodiversity assets, and indicating changes that might be necessary to create a higher quality environment;
- Streets and Spaces: concisely setting out the role of streets and spaces in the town and what these should be like to ensure they function well and enhance the character, image and identity of the town.
These will all then be brought together into an Illustrative Masterplan that will show how the town centre might look in the future if the principles within the frameworks are applied.
We are currently preparing the Masterplan for the town centre and seafront. This will be presented as part of the Public Exhibition in the new year for your comments.
Development Briefs
Two areas within the town centre have been identified as needing improvement, both offering the potential to make a real contribution towards Exmouth’s future prospects. The Royal Avenue/Estuary side area and the London Inn area have already been subject to various previous proposals and studies. The intention of this current piece of work is to come up with inspirational proposals that will help Exmouth fulfil its true potential, realistic proposals that can be delivered, and the guidance necessary to attract investment in those proposals.
LDA Design will prepare ‘Development Briefs’ for the two sites setting out the type of development, layout and design that will be appropriate for the site and that will help achieve the vision for the town centre and Exmouth as a whole. They will set out the principles and aspirations for the sites’ futures, identify the uses that should be accommodated and establish design guidance to ensure that the layout, buildings and streets and spaces create a high quality environment. Options will be tested to ensure that what is proposed can actually happen.
The Development Briefs are currently being prepared and will form part of the public exhibition in the new year.
